Palo Alto’s plans for a new bike tunnel at El Dorado Avenue took a turn Wednesday, when the Planning and Transportation Commission panned the project and sympathized with neighborhood concerns about the width of the street and eminent domain acquisitions.
The tunnel at El Dorado was one of eight potential options the city explored for a bicycle and pedestrian path under the Caltrain tracks south of Oregon Expressway. The planning commission and City Council signed off on that street as the best option late last year, but since then, Midtown residents have turned out in droves to oppose it.
A petition against the El Dorado tunnel has garnered 270 signatures as of Sept. 30, with the website header declaring “Right project, wrong street.” Annete Glanckopf, a Midtown resident, told the commission during public comment Wednesday that the city should explore a similar idea on nearby Loma Verde Avenue instead.
“I know any choice of this crossing is going to have consequences, but if you pick a solution, put it in a location that is the safest, most practical and has the least impacts on the surrounding residents,” she said. “El Dorado is not that location.”
Staff presented the commission with two conceptual designs for the El Dorado tunnel: A2, which tunnels under Alma Street, and A1, which tunnels only under the tracks with a traffic light at Alma. The council, in its December 2025 recommendation, expressed a preference for A2, but the planning commission was not happy with either version.
